Adriana Padilla, an animal lover from Tijuana, witnessed a scene he is not bound to forget anytime soon. It
all happened on the streets of Tijuana, Mexico.
A man emerged from his house while dragging an elderly, sick and
paralyzed dog by a chain tied to his neck and kicking the poor animal around.
After a few seconds, another woman came out of the same house and unleashed two
pit bulls on the poor dog.
It was only sheer luck that another man was also in the area and
confronted the two. He then managed to remove the injured dog and take him do
the vet. Unfortunately, the dog didn’t survive the terrible attack.
Unfortunately, this is hardly an isolated case in Tijuana, the
capital of the Baja California region, with over 1.6 million inhabitants.
Cruelty to animals in Tijuana has become sort of a local custom. As the city is
confronted with great economic issues (it has the second highest debt of all
municipalities in Mexico), animal welfare has been on the bottom of the list of
priorities there. Law enforcements are usually too preoccupied to deal with
cartels and people who illegally cross the border to the United States.
The animals have been neglected and mistreated for too long. A time for change has
come. Animals deserve and need our
attention and respect just as well as anyone else. For this to happen, we need
special animal police patrols across the city, with the sole mission of
tackling cases related to cruelty to animals, as well as rescuing all the
voiceless in need. We, the undersigned, strongly feel that such a measure would
significantly improve animal welfare in the city and would confer the
much-needed protection to all the animals in need.
