A local councilor from the city of Medias, in the historic region of Transylvania in Romania, is looking to limit the freedom of speech for all dogs in the city. To prevent pets from barking – a habit that the councilor has deemed extremely annoying – he has drawn up an ordinance that will oblige owners to cut their dogs’ vocal chords off – a surgical procedure known as debarking or devocalization.
The proposal has been initiated by councilor Ioan Ciulea; in his
view, the dogs will not suffer at all (since the surgical procedure is carried
out while the canines are under anaesthesia) and added his proposed measure
would restore peace and quiet in the community. The councilman defended the
proposal, adding that he has received numerous complaints by citizens who are
extremely irrated by dogs in the neighborhood who are barking on a constant
basis.
Veterinarians have strongly condemned this initiative, explaining it will have an traumatic effect upon the pets. A veterinarian contacted by a local news station explained that this procedure is only performed in special cases, particularly when it comes to certain breeds that are noiser by nature.
Debarking a dog will mean that he will be unable to communicate with his peers, he will be tremendously affected, he will lose an essential sense, the veterinarian explained.
It the equivalent of a human being not being able to talk. Please put yourselves in these dogs’ shoes: how would you feel if someone pulled your vocal chords out and prevented you from speaking again?
Even the residents of Medias have criticized the proposal, calling it extreme.
Quite ironically, councilor Ciulea has described himself as an animal lover, adding that he own a Labrador dog – but highlighted that his pooch is extremely polite and doesn’t wake up neighbours in the middle of the night.
A spokesperson from the Town Hall explained that the idea will be subjected to an intense debate in the Local Council. In addition, the citizens of Medias will also have a word to say about this proposal, the PR official added.
We, the undersigned, believe this proposal is outrageous and silly and should not be applied under any circumstances. Please show your support and let councilor Ciulea know that we are firmly against debarking dogs in the city of Medias.
