After intense lobbying and pressure from animal rights groups, the
Brazilian state of Parana has adopted a law that will see CCTV cameras
installed in all grooming businesses within the state from the beginning of
January 2016. Owners of these facilities will also need to put up a glass wall
so customers are able to monitor their pets in any moment of the grooming
process. Furthermore, the law stipulates that pet owners must have access to
cameras installed on site upon request. Grooming businesses will either provide a
user name and password and allow customers to view the grooming process in real
time, or can provide a recording of the grooming afterwards, on demand.
Grooming facilities must keep a copy of all recordings for a period of at least
six months.
The law came into force after footage that shows grooming employees
severely mistreating people’s pets has gone viral on the news and on social
media. The distressing video shows how pets that misbehaved during the grooming
process were slapped in the face and kicked repeatedly by irresponsible
workers.
The law is, without doubt, a highly-beneficial one. Its only flaw is
that it will only be applied within the limits of the state of Parana.
A similar law needs to be adopted nationwide. Such a bill would
ensure that the senseless abuse that occurs at grooming facilities all over
Brazil will be significantly dimished.
In addition to the mandatory requirement of installing CCTV cameras
and building up glass walls for customers, this new bill should also stipulate
that grooming business must provide intensive training and perform thorough
background checks on each employee.
Customers trust grooming employees with the safety of their pets –
and this is no joke! Pet owners must know that their pets are handled with
responsibility and care and that their pets’ safety and wellbeing is assured in
every second they spend at the grooming saloon.
Such a bill would have a positive impact on animals all over Brazil.
Help ensure this much-needed law will be discussed in parliament and voted in
by the newly installed government.
