A woman that callously hung a dog in a backyard and started throwing stones at him several times has received no punishment for her deeds. In spite of the fact that the incident went viral on social media, justice could not be achieved because Bolivia does not have animal rights laws. I started this petition with the view of bringing a change for all the animals in this country. The daily abuse and mistreatment to which they are subjected to must end as soon as possible. The need for animal rights laws in the country has never been more needed. We, the undersigned, sincerely hope that our demands will be taken into account and the animals will receive the much-needed protection.

The 15-second incriminating video is extremely difficult to watch. The dog is hung by a brick wall, howling in distress, but the woman spares no mercy, hitting him again and again, over his head and body. Neighbors immediately called the authorities, but by the time they arrived, the dog had already passed away. Nothing more could be done for that helpless canine.

The revolting incident occurred in the La Chimba neighborhood, in the town of Cochabamba, Bolivia (about a five hour drive from the capital, La Paz)

Hundreds of furious animal lovers went in front of the woman’s home to voice their anger. But this ignorant woman continued to be defiant. She came outside and showed the protesters the middle finger, before turning her back on them (literally) and walking away.

But in spite numerous protests, the woman only escaped with a warning and a symbolic fine. This is what the life of a dog is worth in Bolivia - practically nothing. Such types of abuses occur on a daily basis, yet the perpetrators are never punished - even if they are brought to justice, they end up walking away with a fine. This has to change. 

An article posted online gives readers 10 reasons for why Bolivia is in desperate need for animal welfare laws. To name just a few, it is a current practice for members of the Bolivian army and military to put their skills to the test using live animals as props (none of them makes it out of there alive). In street markets across many cities, the sale of animals that are kept in miserable conditions has become a custom. Furthermore, it has become a common practice for dogs and cuts to be hung from trees and tall walls when they have become a nuisance or are not considered 'pretty' anymore. To continue with, thousands of animals are neglected and mistreated by their owners each year and these heartless people are never held accountable for this abuse.
